The Development Services Department provides direction to its operating divisions, emphasizing customer responsiveness and operational efficiency. Development Services partners with other departments and agencies to stimulate economic growth, create new jobs, and plan for long-term development in the City.

Business & Economic Development

The Economic Development Division provides information and resources to new and established businesses and supports all business activities within Richland. Building/Permitting

The Building Division provides permitting, plan review, and inspections for residential and commercial building projects in Richland. This includes plumbing, mechanical, and structural work for new construction and remodels.

Planning

The Planning Division is responsible for the implementation and update of the City's Comprehensive Plan as well as the administration of development codes.

Housing Programs

The Housing Division administers Richland's Down Payment Assistance for first time home buyers and the annual Community Development Block Grant (CDBG) programs. In addition, Richland is the lead agency for the Tri-Cities HOME Consortium.
