The Horn Rapids Landfill is owned and operated by the City of Richland.
It is located at 3102 Twin Bridges Road in Richland.
Landfill hours are 8 a.m. to 4 p.m. Monday through Sunday, March through October.
Beginning in November through February, the landfill closes on Sundays. The Landfill is also closed on all City-observed holidays (see below) and Easter.
Richland residents may dispose of self-hauled waste at the resident rate with proof of current Richland refuse service. Residents must be present and bring identification to receive the resident rate. Providing a current utility bill is also helpful to expedite the verification process. All other customers will be charged the non-Richland rate in accordance with current published rates.

Compost
Compost is available for sale to Richland residents. Self-load up to four (4) yards for $25. Bring a tarp to cover during transport.
Used Oil Disposal
Call 509-942-7700 prior to arriving for oil tank level status.
Other Material Accepted
In addition to garbage and yard waste, the following materials are accepted at a drop off site:
- used motor oil (5 gallon limit per visit)
- antifreeze
- cooking oil
- automotive batteries
- rechargeable batteries
- propane tanks and canisters
Remaining Household Hazardous Waste materials are accepted by Benton County during their collection events. Information on annual collection events is available by visiting Benton County's Solid Waste webpage at Benton County Solid Waste.

E-Cycle Washington accepts televisions, CPUs (computer towers), laptops, monitors, e-readers, portable DVD players and more. The following locations in Benton County participate in the E-Cycle Washington program and guarantee free recycling:

LightRecycle Washington accepts compact fluorescent lights (CFLs) bulbs as well as fluorescent tubes and high intensity discharge (HID) lights. The following locations participate in the LightRecycle Washington program:

Commercial Landfill Account
For commercial entities who haul their refuse to the Horn Rapids Landfill, Richland offers the option to create a landfill credit account. To apply for a landfill account, simply complete this online Credit Application.
