Utility Billing Information

  • Your customer-account number is a unique combination assigned to both you and the property address. If you move within Richland, the customer number on your bill will stay the same; however, the account number will change.  
  • Utility accounts bill on an approximately 30-day cycle. Your billing date is determined by your physical location and cannot be changed. Bills are due 20 days from the date of issuance. 
  • Your first utility bill will be prorated from the account start-date through the billing date for your cycle. 
  • Your final utility bill will be prorated from the account's last billing date through your account end-date.
  • Your first statement will include a one-time $15.00 new account fee. This fee is non-refundable and applied to all new customer-accounts. If you start service at another location in Richland, the new account fee will apply even if you have a previous City of Richland utility account at a different address.
  • In accordance with RMC 3.26, customers may be charged a deposit for utility service. Deposits are billed to your first utility statement. 
  • A delinquent notice and fee is applied if payment is not received 7 days after the bill's due date. 
  • A shutoff notification and fee is applied if there is still an outstanding balance 10-days after the delinquent notice's date. 
  • Service is subject to disconnection if there is an outstanding balance 44 days after the bill's issuance date. When services are disconnected, additional fees apply and the full outstanding account balance is required before services will be reconnected. 
  • If your service is disconnected and request for reconnection is received after 5pm, on holidays, or weekends. An additional after-hours fee will apply.
