Low Income Services

City of Richland citizens may be eligible to receive a discount on utility services. Discount rates and eligibility information can be found in Richland Municipal Code 3.29 - Utility Low Income Program. Please see the below information on how to apply for low-income utility discounts. 

Low Income Services

The following is required when applying for Low Income Services:

  • One of the following documents, verifying discount eligibility:
    •  Low Income, Disabled Discount:
    • Low Income, Senior Discount:
      • Valid Government Issued ID reflecting date of birth for the applicant.

Please take one of the following documents from each category below to your appointment with BFCAC for income verification:

  • Proof of Income:
    • A copy of a bank statement showing a direct deposit or a Social Security or pension benefit;
    • A Social Security Benefit or Award Letter; or
    • A copy of a Social Security check
  • Proof of Identification and Age:
    • Valid State issued ID; or
    • Valid State issued Driver's License
  • Proof of Address:
    • Valid State issued ID or Driver's License; or
    • Most recent City of Richland Utility Bill

Completed, income verified applications along with the supporting documentation listed above can be returned to the City of Richland Customer Service office.

Additional Resources

The Benton Franklin Community Action Committee LIHEAP is a winter heating program generally available between the months of January through June. Appointments are scheduled based on a random drawing.
