The Street Lighting Retrofit and Standards Study will develop a comprehensive street lighting policy for the City of Richland that addresses recommended light levels and light character for all street classifications. The City first implemented Light Emitting Diode (LED) street lighting standards back in 2014 and has been installing LEDs on all new light installations and for maintenance replacements. The City is now reviewing its current LED standards and developing a plan to implement LED lighting through all areas of the City.
Street Light Demonstration and Public Survey
The City asked for the community’s input choosing a new LED street light for residential neighborhoods. This effort provided guidance as the City develops a plan to update and replace existing neighborhoods with new LED street lights that lower energy consumption and reduce maintenance costs compared to existing lights.
The City conducted a field demonstration of multiple LED fixture options in May 2020 in the recently developed Clearwater Creek neighborhood, off of Center Parkway. As shown in the figure below, the City evaluated four fixture types and two color temperatures of light. Also being considered were two approaches to lighting, one that attempts to create a near uniform application of light to an entire street and another that allows for gaps in light application.
